Owing to its power of propaganda, wartime Japanese newspapers was incorporated into Japanese wartime system, and evolved into a propaganda tool to consolidate the discourse power of the ruling class, which guided Japan finally to the way of fascism. In this process, the wartime system of the press was established and perfected. Its establishment is an active respond of the press to the political demands of the ruling class, since the press is the internal force and plays a crucial role, although government and the mass are also the main parts in pushing the process.
